5.

Community Showcase: People Arise Now and an Update from Sutton United

People Arise Now are committed to building strong communities, where everyone has the opportunity to thrive. The youth club will present Poetry/Spoken Word.

 

The Head of the Sutton United Foundation will give a general update about the Community programmes at Sutton United Football Club and about of what is happening at the moment.

Representatives from the group People Arise Now presented spoken word and sung items.

 

The representative explained the group People Arise Now were committed to building strong communities, where everyone had the opportunity to thrive. Founded in 2013, People Arise Now was set up to support those feeling disenfranchised, particularly family members of offenders who often shared in the stigma of crime. Their youth projects aim to empower young people and foster positive relationships within the community and to elevate their voice, career prospects, and provide opportunities for future success. The group explained they run projects from various locations including Hill House, St Helier, Carshalton.

 

The Head of the Sutton United Foundation gave a general update about the Community programmes at Sutton United Football Club which included a variety of groups and activities for children and adults of all abilities. 

 

Members and residents thanked the People Arise Now and Sutton Foundation for attending the meeting.

An update crime and community safety from local police officers

An update on the three ward priorities in the area and community safety issues.

The Police Inspector provided updates on two recent incidents which had taken place in the local area and explained that these remained under investigation.

 

The Inspector acknowledged that recruitment remained a concern and that strategies were in place to try to manage this issue including flexible use of officers across the borough and a review of use of non front line officers. It was added that there had been new recruits appointed to the area expected to be in post in December, and that a third Inspector had been appointed to the borough and was in post. The Inspector also explained that abstraction remained a concern and that projects were in place to help manage this issue.

 

The Inspector explained there had been some effective and successful schemes in the local area which had targeted issues such as robbery, vehicle theft and concerns around the Sutton station area.

 

The Inspector provided information about the facial recognition technology which had been used by the police in Sutton High Street on three occasions recently. He added that he acknowledged concerns related to use of this technology.

 

Members and residents discussed the data provided by the Metropolitan Police and suggested it may be helpful if year on year comparative data, and data with a demographic breakdown were available. It was noted that data showed totals of crimes in wards rather than showing a per head of population data, this may mask crime levels in wards with lower population.

 

The Inspector explained that residents could take the opportunity to join police officers on foot patrol.

Local Implementation Plan (LIP) 2025 - 2028

Information about the Local Implementation Plan (LIP) 2025 - 2028 that sets how we propose to spend the grant funding that we receive from TfL on an annual basis to deliver highways improvement schemes.

Assistant Director Highways, Transportation and Regulatory Services provided the presentation.

 

The Officer explained schemes were designed with an aim of creating improvements for users of all modes of transport in an area.

 

It was explained that the LIP funding provided was for a three year programme with funding provided annually. It was added that there was flexibility within the schemes proposed. Officers would discuss schemes with ward councillors who had local knowledge before developing detailed plans.

 

The Assistant Director Highways, Transportation and Regulatory Services explained that the council worked to lever additional funding where possible and made use of the Community Infrastructure Levy (CIL) paid by developers where appropriate.

8.

Parks and Public Realm update

The Committee will make decisions on current requests for public realm funding and feedback from those attending the meeting will be collected about how remaining public realm funding could be invested in parks and open spaces in the local area

The Contract Officer - Parks provided the presentation.

 

The Graduate Management Trainee explained that there remained £43,855.05 capital Public Realm funding available. Pictures of examples of items that could be funded using Public Ream funding were available in the room, residents marked the pictures to indicate which of these they felt could be a priority for the budget available.  Following the meeting, Officers of the council would prepare proposals which could be delivered in the local area for councillors to vote on which would include details of indications of support shown by residents at this meeting.

 

The Graduate Management Trainee presented information about the two Public Realm schemes outlined in the report.

 

Resolved:

 

1.    A request for £4,453 for improvements to Dale Park, one bench on the cut through pathway, two picnic tables and one extra bin be approved.

2.    A request for £3,030 for a meeting point/shed in Poulters Park to store tools and other items in be approved.

9.

Public questions

This item is an opportunity for members of the public to raise questions about

agenda is published (ordinarily ten days before the meeting) until 10:00am on

the fifth working day before the meeting. Where possible, written responses will

be provided before the meeting.

organisation you are representing (if applicable) and will also be included in the

minutes of the meeting.
