1.    That the minutes of the previous meeting held on 19 October be approved with the amendment to minute 18 Public Questions, circulated as a supplement ahead of the meeting.

An update on crime and community safety from local police officers

An update on crime and community safety from local police officers and conversation.

Metropolitan Police Officers explained new police staffing arrangements in the Local Committee area.

 

Police Officers explained that local officers were on occasion required to provide support to the policing of events in Central London. Officers acknowledged that this created pressure locally as it reduced the availability of resources in the local area. Officers explained that addressing this issue was a priority locally and more widely across the Metropolitan Police area.

 

Police Officers provided updates about investigations into recent stabbings which had taken place in the borough. Officers also provided updates about work being carried out in the borough to tackle motor vehicle theft and robbery and that both of these initiatives had resulted in arrests and reductions in the number of incidents reported.

 

Officers explained that a focus of their work included working with residents, businesses and partners to help people to feel safe in the borough as a part of this work officers met with partners once a week. Attendees were asked if they were involved with a group that would like to take part in this scheme to contact the local police team.

 

Attendees suggested that in addition to safety concerns for women and girls safety concerns also existed for young men and this was reflected in data which reported male-on-male crime, particularly at after school time. Officers explained that safety reassurance work and messages aimed to reach all groups and communities.

 

In response to questions, Officers explained that burglary was usually opportunistic and no housing type was noted to be more vulnerable. It was recommended that residents aimed to make their home as least appealing as possible to burglary.

 

Police offered reassurance that Sutton remained one of the boroughs with one of the lowest crime rates in London.

Community Showcase

To receive an update from local community groups on the work they do and how residents can get involved. To include an update from:

 

·         Community group ASKI  (Advice, Support, Knowledge, Information) will give an updates on their Place At My Table projects

 

 

Minutes:

The Community group ASKI  (Advice, Support, Knowledge, Information) provided an update on their Place At My Table projects. Groups were encouraged to apply to all funding sources available it was suggested that larger groups may be able to offer support to smaller groups in the application process. Groups working together could help generate and increase the sustainability of smaller groups

The Contract Officer - Parks provided a presentation which outlined the work carried out at St Helier Open Space since the previous meeting.

Local Updates

To receive an update from council officers on:

 

·         Local funding for community projects and events

·         Feedback from the Women's Safety Conference

·         Local funding for physical improvements (across Public realm and the Neighbourhood Fund)

·         Planning notification changes

The Community Engagement Manager provided a presentation updating about Local funding for community projects and events and feedback from the Women’s Safety Conference. The Business Development Manager and Community Engagement Manager provided updates about  Local funding for physical improvements (across Public realm and the Neighbourhood Fund).

 

Officers explained that Events and Community projects fund did not include opportunity for carry forward of funds not allocated at year end. This Local Committee's remaining funds had been allocated to support underfunded events in other Local Committee areas including the Carshalton Frost Fair.

 

Councillors explained they were aware that the lighting project on the Wrythe had been delayed to allow the project to be included within the borough wide lighting projects which were underway which would create economy of scale.

 

Councillors provided an update on the moped barrier project at Watercress Park, explaining that Councillors had met with partners including the police to discuss options which could support the needs of all park users. Discussions had also included suggestions of how the park could be made more attractive and popular for residents in the future.

 

The Business Development Manager provided information about the projects that had been supported through the My Neighbourhood Fund 2023/24. The fund would open for new applications in April 2024, further information was available from planningobligations@sutton.gov.uk.

 

The Business Development Manager explained the changes to the Planning Application process which would be in place from 1 March 2024. A guide outlining how to register to receive email alerts about new local planning applications was included in the agenda pack. It was confirmed that communications to residents about the changes would take place over the next few weeks. Attendees were encouraged to share information about the changes using the poster with their contacts and networks. The Business Development manager confirmed he would be happy to help any Member or resident who required assistance to register for the alerts.

 

28.

Public questions

This item is an opportunity for members of the public to raise questions about

local issues. Questions must be submitted using the form available on the

council’s website. Questions can be submitted from the day the meeting

agenda is published (ordinarily ten days before the meeting) until 10:00am on

the fifth working day before the meeting. Where possible, written responses will

be provided before the meeting.

 

The Chair has also allocated time during the meeting to hear supplementary

questions. Your question will be published, along with your name and any

organisation you are representing (if applicable) and will also be included in the

minutes of the meeting.

No questions had been received from members of the public in advance of the meeting.

 

Officers explained that the information regarding completing a Health Impact Assessment had been provided as requested at the previous meeting. It was also explained that at this time no response had been made available by the Environment Agency relating to the incident at the ERF on 17 October 2023.
