Appointment of community representatives

A request for amendment to an appointed Community Representative has been received.

 

Pastor Jamie Fletcher will replace Pastor Judith Smith as a Community Representative on behalf of Horizon Church.

The Chair thanked Pastor Judith Smith for her support to the Local Committee over the past years.

7: Update from the Safer Neighbourhood Team

The Metropolitan Police Officers explained that feedback from the New Met for London event had shown that residents' were concerned about the lack of ward panel meetings and that communications could be improved. The officers explained that all staff had now received social media training and a newsletter would be launched. Attendees were asked to offer feedback on the newsletter. It was added that ward panel meetings are now in place across the Local Committee area.

 

The Police Officers explained that funding was in place for additional staffing across the Local Committee area. Attendees welcomed that police were now being seen more frequently in the area. The sergeant explained that officers had been trained on the use of speed guns and these could now be used in the area.

 

Officers explained the approach to policing now aimed to consider issues with a problem solving focus, and that work and solutions involved partners to manage issues in the area. An example was the reduction in theft from vehicles in the area,  which had been the result of increased reporting by the community.

 

Residents expressed concerns and fear in the community, particularly young people about knife crime. The police officers explained that they worked with schools and colleges in the area, speaking, educating and communicating with young people.

 

Members asked if data could be broken down further to show violence against women. The police officers explained they were working with women's groups and charities to help break down barriers to reporting and improve how the police dealt with and followed up reports received.

 

16.

Community Show Case

To receive an update from local community groups on the work they do and how residents can get involved. To include an update from:

 

·         Update from the Parks team

·         Friends of Poulters Park

·         Community Engagement team role and information about the library of things

The Friends of Poulters Park provided a presentation and explained how the group had been set up,  its aims, recent the work and events they had run such as Hoot in the Park. Further information is available on the group’s website. Attendees were encouraged to join the group's mailing list and/or attend upcoming events such as the Halloween park day on Sunday 29 October from 11.00am onwards: dress up for a day of spooky bulb planting and park fun, prizes for the best costumes. 

 

The Head of Parks and Open Spaces provided a presentation about the work that had been completed on the St Helier Open space, and other parks in the Local Committee area.

 

Attendees provided information about what residents would like to see in the St Helier Open Space, suggestions and comments included:

 

·         Improved pathway/walkways be considered

·         Some benches that have shelter for when the weather is poor be considered

·         Leave the space as open as possible

·         It's a nice area to walk dogs and it could begin to look too crowded

·         Street lighting - but consider wildlife

 

The Community Engagement Manager provided a presentation about the role of the Engagement team, and provided updates of upcoming events in the area.

17.

Highways and Transport Update

Principal Highways Engineer to give an update on highways projects in the ward areas.

The Team Manager - Design and Delivery  introduced the presentation.

 

Members asked that all scheme proposals are shared with ward councillors for comment at an early stage.

 

The Team Manager - Design and Delivery explained that roads are scanned using an AI product to support the team understanding where there was damage, and to be able to plan repairs in the worst affected areas. It was acknowledged that funding remains an issue, and that the majority of the funding available was used for carriageway works rather than footways.

 

Team Manager - Design and Delivery clarified that street lights would remain on at night and that savings in electricity would be supported by improved energy efficiency of the lights rather than reducing the time the streets were in use.

 

There had been one public question regarding highways schemes in the Hackbridge area and a response had been provided to the resident ahead of the meeting

18.

Public questions

This item is an opportunity for members of the public to raise questions about

local issues. Questions must be submitted using the form available on the

council’s website. Questions can be submitted from the day the meeting

agenda is published (ordinarily ten days before the meeting) until 10:00am on

the fifth working day before the meeting. Where possible, written responses will

be provided before the meeting.

 

The Chair has also allocated time during the meeting to hear supplementary

questions. Your question will be published, along with your name and any

organisation you are representing (if applicable) and will also be included in the

minutes of the meeting.

Minutes:

The Chair drew attention to resident and councillors’' concerns regarding an incident at the Beddington ERF this week and asked the Assistant Director, Housing, Planning and Regeneration to provide an update.

 

The Assistant Director, Housing, Planning and Regeneration explained that the council had been made aware an incident had occurred at the Beddington ERF. The council were also aware that the Environment Agency (EA), the regulator, had been informed of the incident and had visited the site on 17 October 2023. However, the council was very concerned about how slow Viridor had been to inform the council of the incident and had written to both Viridor and the EA to request further details. 

 

Members raised concerns about the health and environmental impact of the incident Members suggested that the incident should be treated as a serious incident and asked if the council could conduct a Health Impact Assessment. They also asked if consideration could be given to the local authority having an emergency alert process in place for local communities in the event of failure at the ERF. Officers explained that they would take these points as a formal request for the Council and respond to members outside of the meeting.

 

In relation to the river Wandle project in the area behind Culvers Retreat and Millside residents asked for updated information. It was explained that the feasibility study had been completed and that bids for funding were now required, this process could take time, possibly years. Residents requested that those living in the proximity of the project were provided information directly from the South East Rivers Trust.

 

The Chair explained that the next meeting of the Local Committee would take place on 25 January 2024 and would be held virtually.
