The Chair, Councillor Bobby Dean, welcomed those present.

Apologies for absence were received from Councillor Colin Stears who was attending a mayoral event, and Councillor Wendy Clark.

Minutes of the previous meeting

To approve as a correct record the minutes of the meeting held on 6 October 2022.

Any urgent business

28.

Sports and leisure provision in the Local Area

This item is an opportunity to discuss local sports and leisure provision, and have your say on how well it is used and how to make sure more people can benefit from what is on offer locally.

Minutes:

The Promoting Independence and Wellbeing Manager provided a presentation.

 

Councillors and residents discussed the presentation in smaller groups, comments and discussions were collated by the Promoting Independence and Wellbeing Manager.

 

Discussion included:

 

Communication

·         Access and awareness of facilities in the area could be improved through improved communications, people not knowing what was available in the local area.

·         Communication should not be only digital, there was a need to use a broad range of communication so that people were aware of what is available.

·         Consideration could be given to using communication though schools, leaflets given to pupils ahead of school holidays

·         Local residents/park notice boards could be used to advertise sports leisure activities and groups, or local facilities.

·         Having a directory such as that funded by local businesses in Wallington and Carshalton and trying to replicate the Wallington Wellbeing group locally.

·         Sports centre’s website was not good, including the booking system. Everyone Active website  was not use to use to make bookings.

 

Local Activities

·         There were a number of good local activities such as Little Leagues, Time Out Youth Project, martial arts, Inclusive Cycling. The activity that was being delivered locally should be celebrated.

·         Costs for use of many facilities and activities were high, example was given, the David Weir Leisure Centre both for activities and membership.

·         How could parks and pavilions be better used to host and promote sports opportunities, including free opportunities?

·         Could more activities be run by local groups and more free activities such as ParkRun be provided?

·         How does social prescribing link to sport and leisure in the local area?

·         Residents suggested that Health providers did not have sport or leisure activities they were able to refer people to in the local area.

 

Local Facilities

·         There was a need for infrastructure in parks to support people to be active and attract organisations  such as cafes, toilets

·         How could active travel options be maximised, for example bike drop off schemes?

Public questions

This item is an opportunity for members of the public to raise questions about local issues. Questions must be submitted using the form available on the council’s website.

 

Questions can be submitted from the day the meeting agenda is published (ordinarily ten days before the meeting) until 10:00am on the fifth working day before the meeting.

 

Where possible, written responses will be provided before the meeting. The Chair has also allocated time during the meeting to hear supplementary questions.

 

Your question will be published, along with your name and any organisation you are representing (if applicable) and will also be included in the minutes of the meeting.

Three questions had been received from members of the public, and written responses provided.

 

Question 1: Vanessa Skinner had received a written response to question 1 on the topic of safety of the Beddington ERF.

 

Ms Skinner asked a supplementary question that she felt the response could have provided additional clarity about aspects of the safety of the ERF. Officers agreed to obtain additional information if they were made aware of areas of the response which required additional information. 

 

Question 2: Caspar Below had received a written response to question 2 on the topic of speed restriction variations in London Road at the boundary of the London Boroughs of Sutton and Merton. Mr Below did not attend the meeting.

 

Question 3: Vanessa Skinner had received a written response to question 3 on the topic of cost of living support to residents.

 

Ms Skinner asked about communications to residents about support available to residents. Officers explained that Cost of Living support and communications to residents would be discussed later during the meeting.

30.

Local Updates

An opportunity to hear from The Council and its partners about the latest activity happening in your local area. This will include the latest on the White Ribbon Campaign to eliminate violence against women, Christmas lights switch-on events, gritting, waste collection and cost of living support.

Minutes:

The Community Safety Officer provided a presentation about the White Ribbon Campaign to end male violence against women and girls.

 

In response to comments and concerns expressed by councillors and residents the Community Safety officer explained that work was taking place in schools and colleges to support understanding of healthy relationships, unhealthy relationships and behaviours towards women.

 

The Community Safety Officer explained that there was an ongoing three year programme in place which would build on the campaign’s work to date.

 

The Policy and Project Manager - Insight, Partnerships and Scrutiny provided an update about the Cost Living Support available in the borough.

 

Members and residents drew attention to the free breakfast and Tuesday warm space at the Riverside Centre and the SHP food shop at Hill House.

 

The Policy and Project Manager explained that future communications campaigns would be more targeted following initial campaigns which had provided information to all households. Councillors and residents were asked to contact the team if they were aware of events and locations which may be appropriate for the team to attend to offer support. Residents suggested there could be additional publicity about the Credit Union.

 

The Deputy Head of Communications & Engagement provided updates about waste collection over the Christmas period, seasonal leafing, grit arrangements and the Public Realm budget position for the Local Committee.

 

Residents suggested that there could be additional work to encourage recycling and reuse rates by residents.

 

Members asked about the frequency of the use of the mechanical sweeper in the St Helier area.

 

Members expressed concern about the delays in the moped inhibitor project in the Hackbridge area, which officers agreed to follow up.
