Children's Mental Wellbeing To update and assure the Health and Wellbeing Board on the Sutton wide response to the Sutton HealthWatch Report on the Mental Wellbeing of Children and Young People. Supporting documents:
Minutes: The Director of Strategy, Transformation and Commercial Development, South West London and St George’s Mental Health NHS Trust and the Consultant Child and Adolescent Psychiatrist introduced the item.
The Board and representatives from the voluntary sector: Volunteer Centre Sutton alongside two Young Commissioners, Jigsaw 4U, Riverside Centre, Off The Record, from Schools: a Secondary Headteacher, from the NHS: Emotional Wellbeing Service (school nursing), CAMHS SPA, and from the Local Authority: Head of Service, Targeted Early Help and Integrated Support and Cognus discussed current service provision and noted examples of positive provision and joined up working between partners which took place in the borough.
Attendees suggested gaps in the current provision included:
· The referral process could be cumbersome and off putting for young people and overwhelming for families · Both young people and professionals did not have sufficient knowledge or information of the services they could approach for support or how to make an approach for support · Parents and families included within support process and provision · Strategies to manage conflict, emotions and relationship building should be included in the services available · Early intervention was important, needing help should not be seen as ‘not normal’, with low level support available. Support should not only be in place for the most vulnerable · Flexibility of services was important so young people were able to access to support quickly, at the right time, (the right time was often ‘now’) and at the right place · A preferred support was often being able to contact someone regularly, to be able to ‘check in’, there was a role for mentoring · Social prescribing for young people could be considered · Teachers who were not professionals in the area of mental health and already had busy roles provided support, this created pressures for teachers.
RESOLVED:
1. The system response and ongoing system priorities to the increased demand on mental health and wellbeing services be noted and discussed. |

Complex Care Programme To inform the Board of the work underway by the South London Partnership across south west London to improve the arrangements to support people with complex mental health needs and the benefits for residents of Sutton. Supporting documents:
Minutes: The Strategic Director of People Services, the Assistant Director of Adult Social Services, the SLP Director, NHS and the Complex Care Programme Director, SLP, NHS introduced the item.

RESOLVED:
1. The NHS and Council responsibility under S117 of the Mental Health Act to arrange aftercare jointly for people detained in hospital for treatment under the relevant sections of the Act and who have been discharged from NHS inpatient care be noted. 2. The work to date between Sutton Council’s People Services and the SLP in the management of complex care mental health placements be noted. 3. The Sutton People Services exploration of opportunities to work with the SLP in the management of jointly arranged support for people from Sutton with complex mental health needs be agreed. |
