Autism Update and Learning Disabilities Update To update on progress with autism work and Sutton's Learning Disability Strategy. Supporting documents:
Minutes: The Strategic Director of People Services introduced the Learning Disabilities Update, alongside the Health and Care Integration Programme Lead and Lucy, a Speak Up Sutton member.
In response to questions, Lucy highlighted the importance of having enough job coaches to deliver employment programmes and provide adequate support to those who require it. Lucy explained the need for shop workers and healthcare staff to have adequate training on how to ensure people with learning disabilities feel comfortable and supported.
In response to questions from members, Lucy explained that it would be good to hear more from people with learning disabilities at future learning disability conferences, and suggested that the event should be advertised around supported living homes to promote attendance from those with learning disabilities.
The Autism Development Lead introduced the Autism Update.
The Board discussed the difficulties faced with pathways into diagnoses, and the long delays that result from this. Members of the Board explained that they were working to try and find ways to free up doctor time. The importance of parenting support was noted, alongside the importance of accessibility and making sure professional reports were easy to understand.
The Board discussed the issues around transition to secondary school. Officers explained that they were trying to support autistic children in the move from primary to secondary school as set out in the Draft Autism Action Plan. Members of the Board highlighted the learning opportunities from the new school being built in Rosehill Park.
The Board discussed the impact of COVID-19 on school absences. Officers explained that the National Autistic Society had recently released a report that covers school absences, and that there was an ongoing government consultation on school attendance.
The Board discussed the importance of finding meaningful ways to create links and work with local businesses to ensure inclusivity for all. Members discussed safe space schemes in other boroughs and the importance of designing things with accessibility in mind. Members confirmed that there were ongoing discussions on promoting inclusivity across the borough.
In response to questions, officers explained that they were working on developing the four initial priorities into tangible financial proposals. Officers confirmed that they were working on prioritising girls and black and ethnic minority groups.
Members of the Board discussed the lack of diagnostic capacity, and suggested that there needed to be a longer term plan. Members agreed that there needed to be a whole system discussion on how to create a place where people can live fulfilling lives without the need for health and care services.
RESOLVED: 1. To note the progress with the implementation of the Learning Disability Strategy (2022-2027). 2. To note the progress with the development of the Draft Autism Action Plan (appendix A). 3. To note the next steps are to establish the level of resources required to deliver on the Draft Autism Action Plan across the local authority and the NHS. 4. Better Care Fund Plan Update To update on performance against Sutton's Better Care Fund Plan and developing the 2023-25 plan. Supporting documents:
Minutes: The Strategic Director of People Services introduced the report, alongside the Health and Care Integration Programme Lead.
The Board discussed the metrics presented in the report, including the difficulty of gathering data on prevented admissions, however noted that the metrics were moving in the right direction. Members highlighted the importance of monitoring the need and demand for nursing care, and ensuring that reablement capacity is maximised.
It was noted that there was a review underway to see what is being delivered against what was commissioned as part of the Better Care Fund.
The Board discussed the importance of working collaboratively with the voluntary sector, and the need for long term plans.
RESOLVED: 1. To note the submission of the 2022/23 Better Care Fund End of Year Return to NHS England. 2. To agree the 2023/24 Better Care Fund Budget and note that further updates will be submitted in line with NHS England national reporting requirements. 3. To agree the 2023 to 2025 Better Care Fund Plan and note its submission to NHS England on 28 June 2023. |
