Minutes of the previous meeting

To approve as a correct record the minutes of the meeting held on 13 February 2023.

25.

Development of the Integrated Neighbourhood Teams

A progress report on the development of multidisciplinary teams in each of the four primary care networks neighbourhood areas in Sutton.

In response to questions, officers advised that the focus of the Integrated Neighbourhood Teams (INTs) was much wider than those registered with a general practitioner (GP), and that they were working with organisations such as Sutton Housing Partnership to identify individuals residing in areas with higher levels of deprivation where there may be greater healthcare needs. Officers confirmed that they were looking to work with partner organisations such as Encompass in the future. Members of the Board highlighted the value of using the Council and its resources.

 

Officers explained that there would always be disparity between the GP registered population and the resident population and highlighted the importance of having other points of entry to access healthcare providers. Officers explained that they are trying to spread awareness about the Integrated Neighbourhood Teams through social media, attending Committee meetings and engaging diverse stakeholders to spread the word. Officers clarified that the Primary Care Networks (PCNs) are made up of groups of GP practices.

 

In response to questions, officers explained that each INT has identified their own initial priorities based on data and key concerns in the area. By each INT having their own priorities, they are able to specialise in a particular area and share that knowledge with other INTs.

 

RESOLVED: To note the progress of the Integrated Neighbourhood Teams and endorse their continued development in order to unlock the practical benefits for residents, the council and partners that are set out in paragraph 3.5.

26.

The South West London Integrated Care Strategy

A discussion on shaping our Integrated Care Strategy (ICS) Priorities, the partnership discussion document issued by the South West London ICS.

The Board discussed the Integrated Care Partnership (ICP) priorities. Members of the Board noted that the main challenge would be translating the priorities into actions.

 

Members of the Board suggested that the ICP should encourage further joint partnership working between health and local government, in particular around children with complex needs that manifest in both health and children's social care and education settings.

 

The Board discussed funding opportunities for internships and returnships, and the possibility of designing new qualifications for individuals to have something to base their careers on. The Board discussed the potential of working more collaboratively with the community and voluntary sector, using their reach into communities and providing them with use of the council’s resources and knowledge.

 

The Board noted the importance of finding meaningful ways to create links to support people, and supporting the voluntary sector to help people present less in healthcare settings. The Board suggested that the ICP should aim to set up the framework for meaningful connections to be made and for support to get to the right places.

 

The Board discussed the challenges faced in filling difficult to recruit roles and general funding pressures, specifically in the children and young people's mental health service. Members discussed the increasing complexity of children and young people coming into the borough's care and the importance of a bottom up approach. Members highlighted the importance of working alongside other South West London boroughs to tackle the issues faced in recruitment.

 

The committee noted that the recommendation refers to the Integrated Care Partnership Board. The Chair requested that the recommendation was amended to reflect this.

 

RESOLVED: To note the consultation document and to give feedback to the Integrated Care Partnership Board as appropriate.

27.

Update on the Children and Young People workstream of the Sutton Health and Care Plan.

A progress report against key commitments including the rolling out of the Family Hubs model and a new Parenting programme.

The Head of Children’s Health and Early Intervention Services introduced the report alongside the Senior Public Health Strategist for Children.

 

In response to questions, officers advised that they were reaching out to schools in the borough and attending their coffee mornings with a hub connector to explain the services and support available. Officers confirmed that they were also working with special needs schools in the borough.

 

In response to a question regarding what the National Health Service (NHS) can do to help, members of the parenting programme advised that they would like the NHS to trust and listen to them when they come with concerns regarding their children.

 

RESOLVED: To note progress with the development of Family Hubs and the Universal Parenting offer for local families.

28.

Development of the Joint Forward Plan for the South West London Integrated Care Board

How the South West London Integrated Care Board and its partner trusts intend to provide NHS services in South West London.

The Board noted that the joint forward plan was a statutory required document and would not undermine or detract from other work being undertaken.

 

RESOLVED: To authorise the Chair to ensure that feedback from the Board is collected, collated and submitted as requested at the meeting, subject to that feedback taking appropriate account of the importance of the Sutton Health and Care Plan.

29.

Exclusion of the public and press

The following motion should be moved, seconded and approved if the committee wishes to exclude the public and press to deal with reports revealing exempt information:

That the public and press be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraph X Schedule 12A of the Local Government Act 1972.
