Welcome and introductions

Minutes:

The Chair, Councillor Ruth Dombey, welcomed those present and watching the live stream.

11.

Apologies for absence and declarations of interest

Minutes:

Apologies for absence were received from Helen Bailey, James Blythe, Simon Breeze and Barbara Mcinstosh with Pete Flavell attending as a representative from Healthwatch. Apologies for lateness were received from Dr Dino Pardhanani.

Minutes of the previous meeting

To approve as a correct record the minutes of the meeting held on 3 October 2022.

14.

Public Health Annual Report - Physical Activity

To consider Sutton’s 2022/23 Public Health Annual Report on Physical Activity.

The Strategic Director of Public Health introduced the report alongside the Promoting Independence Manager.

 

In response to questions, officers informed the Board that Sutton comes in lower compared to other boroughs where physical activity is concerned. Officers advised that neighbouring boroughs have introduced schemes where members of the public have been upskilled to become motivators  which has increased physical activity levels and the use of park gym equipment. The Board questioned whether women being less active could be linked to safety in public spaces. Officers agreed safety plays an important role in being active and feedback has indicated that some women feel more comfortable exercising at home initially and progressing to exercising in public spaces, officers also informed the Board that this would be one of the areas targeted as part of the engagement workshops.

 

In response to questions relating to carers and engagement, officers informed the Board that Sutton Carers Centre will also be one of the focal points for engagement as there are wide links across the borough. The Board and officers agreed that it was important to ensure everyone feels comfortable to take part, and is aware of what is on offer. In response to comments around frailty, officers advised that there is a dedicated fall service in place but more could be done around the strength base.

 

The Board queried what is being done to ensure the projects that are being developed now will work in the long term and noted that different groups of people would likely achieve outcomes in different ways. Officers informed the Board that conversations are taking place on a regular basis with partners to ensure what is being done meets the needs of the community now and in the long term. The results of the planned workshops and engagement exercises will be brought to a future meeting of the Health and Wellbeing Board.

 

RESOLVED:

1.    To approve Sutton’s 2022/23 Public Health Annual Report on Physical Activity.

2.    To note the planned workshops and engagement to develop a strategic action plan.

15.

Sutton Place Delivery Plan: Update

To update on key achievements around the Sutton Health and Care Plan.

The Programme Director, Sutton Health and Care Executive introduced the report.

 

The Board noted the importance of data and feedback on which projects have been successful and also the opportunities to learn from neighbouring boroughs. The Board highlighted the potential mechanism for Integrated Neighbourhood Teams (INT) to deliver focus within the four Primary Care Networks (PCN).

 

Officers clarified that the acronym DFN are the initials of the founder, David Forbes-Nixon. In response to questions relating to the DFN Project Search, officers advised the Board that Epsom and St Helier Hospitals will host the programme, not just deliver the services; the implementation of the programme has been delayed to September 2023; the programme is being offered to all students who fit the criteria and at the end of the programme, the individuals are supported in finding full time employment.

 

In response to questions raised regarding the learning disability programme, officers advised that the programme being run by Sutton and Sutton Place are a joint programme. Officers noted that the support in the placement is focused on doing the job and the college will support other aspects such as writing CVs and preparing for interviews. The Board raised the importance of starting development programmes in early years to prevent later intervention and also fitting young people into roles with their interests, which is benefitted by the work being done across multiple partners.

 

The Board thanked Lola Triumph, the Programme Director (Sutton Health and Care Executive) for all her hard work and contributions to the project.

 

RESOLVED:

1.    To note progress on the implementation of Sutton Health and Care Plan Programmes.

2.    To note opportunities for the Health and Wellbeing Board members to support local initiatives.

16.

Joint Strategic Needs Assessment

To update on plans to refresh this statutory assessment of the health and care needs of the Sutton population.

The Head of Public Health Integration introduced the report.

 

Officers informed the Board that looking at the last decade, life expectancy in Sutton, and nationally, is no longer improving, and national data is showing higher rates of morbidity from health complications such as heart attacks. In response to questions related to housing and homelessness, officers advised that the links to health problems and homelessness will become more important in the coming years and at present Sutton does not have the same levels of homelessness as inner London.

 

The Board discussed the three most common long term health conditions affecting residents in Sutton (depression, hypertension and diabetes). The Board noted that these issues can be alleviated with increased physical activity and asked officers to think about how this can tie into the work being done to increase physical activity in the borough.

 

The Board urged officers to develop a way to engage with young people around securing full time employment. Healthwatch are developing a project to identify the barriers young people are facing in finding employment and their perceptions of working within the National Health Service (NHS).

 

RESOLVED: To approve and adopt the draft ‘borough profile’ (Appendix A), which is part of Sutton’s Joint Strategic Needs Assessment, and note that four new neighbourhood health profiles will be developed with partners to complement this document.

17.

Adult Social Care Discharge Fund Plan

To update on the Adult Social Care Discharge Fund Plan as an addendum to Sutton’s Better Care Fund Plan.

The Strategic Director of People Services introduced the report.

 

The Board noted that some hospitals had handled admissions over the Christmas period better than others, in particular South West London. The Board raised the importance of the voice of the patient in terms of the discharge process.

 

In response to questions regarding the virtual ward, officers advised that the ward had been implemented over a year ago and was proving successful. The virtual ward is being led by the primary care networks (PCN) and the scope has increased since the COVID-19 pandemic, the ward is aiming to take on additional patients with more complex health issues. Officers noted that the funds will be put towards the initiatives that have the most return and work is being done to establish this.

 

RESOLVED: To note the 2022/23 Adult Social Care Discharge Fund Plan as an addendum to Sutton’s 2022/23 Better Care Fund Plan.

18.

A local response to the NHS crisis

To update on the current local response to the NHS crisis, emerging learning and how partners can work together to mitigate the medium and long-term impact on Sutton residents.

The Strategic Director of Public Health and Wellbeing introduced the report.

 

The Board discussed the potential areas of focus to benefit Sutton and its residents. The Board suggested elements affecting work such as the importance of health and wellbeing and ensuring roles are manageable. The Board noted that the workforce is driven by admissions and discharges in the borough’s hospitals.

 

The Board raised the issues of disparity between the NHS and the Council in terms of pay and conditions, and noted the importance of including the voluntary sector and how volunteers across the borough could be called on to assist. In response to questions, officers advised that staff want to feel empowered in their roles and take the lead, and what can be done to include a sense of empowerment in other areas.

 

The Board suggested that putting emphasis on education and qualifications could deter young people with learning disabilities from actively seeking employment within the health service, officers noted this and advised that engagement work is underway with local communities, schools and young people with an aim to give them a taste of what working in the health sector involves.

 

RESOLVED:

1.    To note the pressures on the Health and Care system in Sutton.

2.    To commission reports on lessons learned (as outlined in paras 4 and 5 of this report) for a future meeting of the Health and Wellbeing Board.

19.

The following motion should be moved, seconded and approved if the committee wishes to exclude the public and press to deal with reports revealing exempt information:
