The minutes of the meeting held on 17 April 2012 were agreed as a correct record and signed by the Chair.

 

Eamonn Daly did not believe the statement relating to no redundancies in the Supported Living team.  Councillor McCoy had been advised that there were no redundancies, but some had moved to other areas.

 

The Meads – Petition

The Committee received a petition from Ms Cross, resident relating to proposed yellow lines in Brookmead, Oakmead, Homemead and Elberon.

 

Resolved: (i) To receive the petition on The Meads – Proposed Yellow Lines and note that the petition and consultation results would be heard at the next meeting on 18 October 2012.

 

(ii) To note the matter arising update.

Minutes:

Julianna Walton, resident asked a question in relation to cleaning and upkeep of Clouston Close and Sandy Lane North to over the railway line. 

 

Keith Knight, community representative asked of fly-posting could be stopped.  Councillor Hall advised the adverts were not allowed and could be taken down, with due care.

 

A resident asked why public toilets were being closed.  Children were forced to go to the toilet all over the park.  Another resident said it was unacceptable for the elderly to not have toilet facilities.  She suggested the duty of toilet attendants could be added to road sweepers’ duties.

 

Resolved: (i) To note that Councillor McCoy undertook to speak with Ward Councillors and would visit the site with Ms Walton to rectify the problem.

 

(ii) To note that the Chair undertook to speak to the appropriate officer in relation to fly-posting and closure of toilets.

Local Implementation Plan (LIP) 2012/13 Update

·         Oral Update from Lynn Robinson, Traffic Engineer.

Minutes:

Lynn Robinson, Traffic Engineer updated Members on the Local Implementation Plan (LIP) 2012/13.  She advised that Butterhill and Woodcote Green could be added to the list.  Changes would be submitted to Transport for London (TfL) for approval.  Bids for next year need to be submitted by 5 October 2012.

 

A member of public asked that monies be allocated to deal with the traveller encroachments on Mellows Park.  He was advised this was being dealt with under the public realm item.

 

Lynn Robinson then informed the meeting of the display at the back of the hall in relation to the draft list of schemes for the LIP 2013/14.  She asked residents to provide feedback on the display and feedback forms. The Chair asked interested public to hand their names in to join a working group to work up proposals.

 

Councillor McCoy support the Stafford Road corridor scheme.

 

A resident thanked the person who advertised the meeting by pinning a notice to a tree in Mellows Park.  He asked that Croydon Road to Stafford Road (Plough Lane) speed control measures be put on the list.  Councillor Leach concurred and expressed concern that HGVs could collide on the bridge.  Another resident asked that the road near Mellow Park be widened and/or double yellow lines be placed to stop cars narrowing the road.

 

Councillor Glithero agreed with Ann Hammad that there should not be advertising signs dotted about the borough. He undertook to investigate.

 

Resolved: (i) That Butterhill and Woodcote Green schemes be added to the LIP 2012/13 for approval by TfL.

 

(ii) To note the thanks to officers and residents for the proposals.

 

(iii) To note that Jim Simms, Paul Lane and Eamonn Daly be part of the LIP 2013/14 working group.

 

(iv) To note the comments above and that Lynn Robinson would add Croydon Road to Stafford Road (Plough Lane) speed control measures to the list and would look at Plough Lane.

 

(v) That an update on the disabled access at Hackbridge Station be added to the minutes, when available.

 

(vi) To note that Councillor Glithero undertook to investigate the proliferation of advertising signs.

 

(vii) That officers investigate the overgrown shrubbery along Plough Lane/The Chase.

Safer Neighbourhood Team

Oral Update from Inspector Colin Baker.

Minutes:

Inspector Colin Baker updated Members on the procedures for the Olympics and Paralympics.  Annual leave had been cancelled.  A Central Police Planning Team was to police the torch relay on 23 July.  Events happening around the Torch Relay would be policed by Sutton Police.

 

There was a temporary short fall on PCSOs but these were hoped to be filled towards Christmas.

 

Resolved: To note the update and other police related comments elsewhere in the minutes.

A.   Public Realm Report

 

Julie Young, Locality Officer confirmed the public realm spending up to 22nd June 2012, the budget situation for 2012/13, potential projects for 2012/13 and feedback on the progress made to date on outstanding projects.   She advised that in relation to the car park wall by Wallington Magistrates Court, officers proposed £2,500 for removing shrubs, weeds and replanting shrubs and brickwork.  A request for a gym in Mellows Park had also been received. 

 

Councillor McCoy expressed concern that a lot of the funding seemed to be on Wallington Town Centre not Stafford Road.

 

Julie Young further advised that wooden bollards to stop traveller encroachment at Mellows Park would cost £2,000 although the Chair mentioned the possibility of a grass covered bund.  Members of the public suggested using old railings taken out in World War 2 or scaffolding pipes, or extending the wall or planting more trees and shrubs.  Councillor Ali expressed concern for the travellers’ welfare.  Inspector Baker undertook to investigate why a member of public’s complaint, relating to the travellers, to the police was not dealt with immediately but were told instead that it would be passed to officers on Monday.

 

In relation to the roving (re-deployable) CCTV camera, members discussed whether to fund through a one-off payment of £20,200 capital and ongoing revenue of £1k per year for the next 5 years, or through a one-off payment of £7k capital and ongoing revenue of £3.6k per year for the next 5 years. Members also discussed how the geographical location would be determined.

 

 

 

Resolved: To note the reports and agree:

 

i)             That no works be made to the junction of Mollison Drive/Plough Lane as there was no recollection as to what the matter related to.

ii)            To not purchase benches along Woodcote Road at this time but investigate further the funding, locations, type, number and the issue of selling memorial plaques on benches.

iii)           To install 12, not 6 as recommended, railing planters outside Wallington railway station and Sainsburys (Woodcote Road).

iv)           To purchase a roving (re-deployable) CCTV camera for the committee area; and to fund this through a one-off payment of £20,200 capital and ongoing revenue of £1k per year for the next 5 years.

(v)      That the locations of the camera should be determined by the police.

(vi)     To fund a yellow lines scheme at Wandle Bank, costing £3,500 to be funded         by Transport for London (TfL) money.

(vii)        To fund further consultation for works on Westcroft Road, costing £2,700 to be funded by TfL money.

(viii)      In relation to the bollards at Mellows Park, that the Chair arrange for a meeting with Bill Wyatt and residents on site, that signs be placed in Mellows Park to publicise the meeting and that meeting decide how best to spend the money to stop travellers on Mellows Park.

Low Flying Helicopters

John Dodwell enquired if anyone had problems with noise from low flying helicopters.  He felt perhaps it was more prevalent in the Carshalton and Clockhouse Committee area.

 

Community Infrastructure Levy (CIL)

Clarification was requested on the CIL.  There was a course on the CIL on 18 July at 6pm.  Councillor McCoy explained that the CIL gave greater flexibility than Section 106 agreements which were area specific.  CIL was a non negotiable set rate to support general infrastructure and development across the borough which gave more certainty.
