Confirmation of the Minutes of the Council meeting held on 30 April 2012 Minutes: Subject to he inclusion of Councillor Pathumal Ali in the list of those present at the meeting, the minutes of the Council meeting held on 30 April 2012 were approved as a correct record and signed by the Mayor. |

Mayor's Announcements Minutes: a) Apologies for Absence
Apologies for Absence were received from Councillor Monica Coleman, Sunita Gordon, Paddy Kane, Graham Tope and Myfanwy Wallace.
b) Lieutenant Colonel Nicholas Brunt
The Mayor welcomed Lieutenant Colonel Nicholas Brunt, the new Deputy Lieutenant for Sutton to the meeting.
c) Motion – Vote of Thanks to the Mayor
Further to Minute 428/12 the Mayor gave a further response to the Vote of thanks that had been passed at the previous Council meeting.
During his speech, the Mayor referred to different events that he had attended during the year as Mayor and the fact that these had included three visits by members of the Royal Family and lunch with the Queen as part of the Diamond Jubilee celebrations. He also mentioned the support provided during the past year by the Deputy Mayor Councillor Hamish Pollock and the various persons who had kindly provided a thought for the evening at Council meetings. The Mayor thanked Richard Shortman, Democratic Services Manager, Linda Workman, Mayor’s Secretary, Nick Prior the Mace Bearer and Pat Hart the Relief Mace Bearer for their support throughout the year, as well as Air Vice Marshal Clive Evans, the former Deputy Lieutenant for Sutton. He also thanked everyone for their support for his efforts to raise money to help young people find employment which, as a result, had raised over £14,000 during the year. |

Election of Mayor for the Municipal Year 2012/13 Minutes: The Mayor called for nominations for the office of Mayor for the ensuing municipal year.
Councillor John Leach proposed that Councillor Sean Brennan be elected Mayor of the London Borough of Sutton for the municipal year 2012/13.
Councillor Marlene Heron seconded the nomination.
There being no further nominations, the Motion was put to the meeting and CARRIED. The Mayor thereupon declared Councillor Sean Brennan duly elected Mayor of the London Borough of Sutton for the municipal year 2012/13.

Mayor's announcements regarding the appointment of Deputy Mayor and Mayor's Chaplain Minutes: The Mayor announced that he had appointed Councillor Joyce Melican to be Deputy Mayor during his mayoralty.
The Mayor announced that he had appointed Father Jim Mc.Gillicuddy from Our Lady of the Rosary Church, Sutton to act as Mayor’s Chaplain during the year. |

Membership of Party Groups on the Council, Their Leaders and Deputy Leaders Minutes: The Chief Executive reported, in accordance with the provisions of the Local Government and Housing Act 1989 and Standing Order 45, the membership of political groups on the Council and consequential appointments.
Resolved: That the report, set out as Appendix A to these Minutes, be noted. |

Minutes: Councillor Ruth Dombey moved the reception of the report containing the allocation of seats to party groups on the Council, as required by the Local Government and Housing Act 1989 together with an alteration.
Resolved: That the allocation of seats to party groups as altered and set out in Appendix B to these Minutes be agreed. |

Scrutiny Committee : Additional Meeting The Council meeting will close at this point and the mayoral party will leave the Council Chamber. All Councillors, guests and members of the public are asked to remain in their seats whilst a short meeting of the Strategy and Resources Committee followed by a short meeting of the Licensing Committee takes place.
Strategy and Resources Committee 21 MAY 2012 : AGENDA
To appoint Councillors to serve on a Sub-Committee, a Forum, a Liaison Group and representatives on outside bodies for the municipal year 2012/13 in accordance with nominations received from Party Groups. (Pages 37 to 42)
LICENSING COMMITTEE 21 MAY 2012 : AGENDA
To appoint Licensing Sub-Committees, to consist of any three Councillors who are members of the Licensing Committee for the municipal year 2012/13.
Minutes: The Mayor had agreed that the following matter be brought forward as a matter of urgency so that the arrangements for an additional meeting of the Scrutiny Committee were known as soon as possible.
Councillor Ruth Dombey addressed the meeting and announced that there would be an additional; meeting of the Scrutiny Committee on Monday 11 June 2012 at 7.30pm to discuss the latest proposals that had recently been published concerning the future of various services at St. Helier Hospital. Councillor Graham Whitham also spoke,
