Report of the Executive Head of Planning and Transportation (ENCLOSURE).

Minutes:

The Committee considered a report on the above application for the retention and continued use of garages for the parking of Sutton Housing Partnership maintenance vehicles (variation of condition 3 of previously approved application No. B2007/57297/3FR, which states ‘This permission for the use of the garages is valid for a period of three years from the date of this consent’).

 

The application had been de-delegated by Councillor Pamela Picknett.

 

In response to a question officers confirmed that the garages were capable of accommodating four vehicles.

 

Councillor Pamela Picknett, a ward councillor, addressed the meeting under Standing Order 33.

 

The principal issues raised by Councillor Picknett were:-

  • The vehicles were parked on the road and not in the garages
  • Residents objected not to the use of the garages by the applicant  but to inconsiderate parking of the vehicles that should be in the garages
  • Parking difficulties would be exacerbated by a proposed new development nearby and the introduction shortly of controlled parking measures
  • A small car park was also used by the applicant’s vehicles
  • A condition should be imposed to prevent parking in residents’ areas and on grass verges

 

Members felt that the issue was largely one of the applicant needing to be a good neighbour, and officers acknowledged that the problem was to ensure that the applicant’s vehicles were parked in the garages.  The parking problems in the area would not be resolved by refusing continued permission and so denying the applicant the use of the garages.

 

A poll vote on the officers’ recommendation to grant permission was held in accordance with Standing Order 33.4, when there voted:

 

To grant (6)                Councillors Brendan Hudson, John Leach, Janet Lowne, Hamish Pollock, Tony Shields and Graham Whitham.

 

Resolved: (i) That planning permission be granted for application No. B2010/63453/3FR, subject to the conditions, reasons and informatives set out in the Appendix to these Minutes.

 

(ii) That the applicant be informed of the Committee’s concerns regarding the parking of their vehicles other than in the approved garages and their attention be drawn to the conditions attached to the permission referred to above.
